Dynamic Spaces

New central libraries are dynamic spaces that can accommodate a multitude of uses:

  • They are community meeting places that bring people together;
  • They celebrate and reflect the people and culture of their communities;
  • They support equity and inclusion;
  • They are downtown cultural hubs;
  • They are safe and welcoming;
  • They are eco-friendly;
  • They are designed to support all people regardless of ability;
  • They support the principles of reconciliation, and offer designated areas for ceremony and reflection; and
  • They are beautiful places that make people proud.

Revitalization

A new central library will support a revitalized downtown:

  • A modern urban library is a stimulus for growth in the city centre core, and a significant contributor to downtown revitalization.
  • Other centres with new central libraries report significant uptick of tourist visits and out-of-province visitor spending, including hotels and accommodation, retail, transportation, and recreation and entertainment.
  • Spaces within the library such as meeting rooms, shared-purpose theatres and auditoriums, and access to new technologies also provide additional revenue earning capacity from local and visiting businesses.
  • A new Central will meet the aspirations for downtown Regina in the City Centre Core Framework:
    • A place that is vibrant and fresh;
    • A place that is a clear statement about our audacious future;
    • A place that celebrates the legacy and history of our storied communities;
    • A place that is environmentally sustainable
    • A place that is inclusive, always, without question;
    • A place that is safe;
    • A place that is coordinated in purpose and connected with success;
    • A place that makes us proud to call Regina home.
