A new central library will support a revitalized downtown:

A modern urban library is a stimulus for growth in the city centre core, and a significant contributor to downtown revitalization.
Other centres with new central libraries report significant uptick of tourist visits and out-of-province visitor spending, including hotels and accommodation, retail, transportation, and recreation and entertainment.
Spaces within the library such as meeting rooms, shared-purpose theatres and auditoriums, and access to new technologies also provide additional revenue earning capacity from local and visiting businesses.
A new Central will meet the aspirations for downtown Regina in the City Centre Core Framework:
